District of Peachland consider moving forward with 84-unit development

On Tuesday, the District of Peachland will consider moving forward with a proposed 84-unit multi-family development on Clements Crescent.

Porchlight Developments is proposing a four storey building on the 3.9 acre property located next to Peachland Elementary.

The building, located at 5481 Clements Cres., would be made up of two and three-bedrooms.

In June, 11 members of the public attended a public hearing and raised concerns about pedestrian safety and traffic, increased density, environmental protection and flooding.

According to district staff, the applicant is working with the school district to develop a “pedestrian safety improvement plan” for the nearby school, including the construction of a new road between the school and the new building.

Peachland Fire and Rescue Services note that neighbourhoods with more than 100 homes require two emergency egresses but this is achieved through the parking lot of a nearby mall.

A density analysis was also conducted and found that the property doesn’t necessarily match the density of the neighbourhood, however, it includes a large amount of open space.

This would include a sports court, communal seating, a pedestrian trail backing onto Trepanier Creek and a new parkland area.

District staff’s report explains that the applicant is following a setback requirement to nearby sensitive areas which was recommended in an environmental assessment.

A floodplain hazard assessment shows a low flood risk from Trepanier Creek.

Finally, the applicant has registered a Housing Agreement on the title. This would ensure that no short-term rentals (less than 30 days) would be allowed while long-term rentals would not be not restricted.

The District of Peachland has asked that the developer sell four units to the district and provide a $250,000 contribution to the affordable housing reserve fund.

Those four units would be maintained as part of the district’s affordable housing unit inventory.

A decision is expected to be made during the regular meeting scheduled for Aug. 9 at 7 pm.
